No Talk Talk and every other line rental service provider can set service up from start, they'll use an openreach engineer just like BT

They've changed their requirements clarifying what constitutes a "BT Line" but nothing about setting up new lines.
What do I need to join TalkTalk?
"All you need is your existing home phone and a BT landline (or a similar, non-cable line, e.g. Homecall, Post Office)."

They still want fit new line,s ,despite the fact they can if they want to.
