I think you may be mistaken that this person is driving without insurance, if as you say this person has been stopped by the police, they have number plate recognition which would tell them if the car is insured or not, regardless of the drivers identity and if (as you claim) it is not insured the car would be impounded0

If the person gave the wrong identity and was believed, the ANPR wouldn't stop them.
Just because they let him go does not mean the car is insured for that driver.
You should contact the constable for your area and inform them of the situation. Hopefully the information will be passed on.0 -
Being nosey here, but what has he been stopped for? Whenever anyone I know (me included) has been stopped for anything (things like a light not working) we've had to produce our paperwork at the local police station within the next few days.0

To OP, all you can do is tell the police but I doubt they'll do anything as they won't see it as important. I am guessing they also do not have a full driving license etc? Or is it even possible they're avin you on and pretending to be a big nasty gangster?0 -

I assume that you mean the road tax has run out, not the insurance??
If you suspect the vehicle has been abandoned, I believe you report it to your local police station. I've seen cars with a "Police Aware" sticker on them, that get towed away a few weeks later. Presumably if no-one has claimed the car.
However bear in mind that the owner could have declared it as off the road, or just have forgotten that the tax is due.0 -
There was actually a thread on here a while back about claiming cars that have obviously been abandoned by becoming the registered owner, but obviously you will have to pay any fines on it and make sure it is up to MOT standard, and get the locks changed somehow.A car that someone parked outside my door, and the insurance has run out.
