Bath/shower don't work - Options?

Hi all,
My niece has recently moved into her first place, a rented flat rented via an agency. She is unable to use the bath or shower as the shower will only come on boiling or freezing and, even if she just uses the hot tap, the bath will only ever be lukewarm. She emailed the agency several times and eventually they sent the gas board out who said "Its not us - the kitchen tap works fine" So my niece rang the agency again who hummed and ha'd, said they needed to speak to the gas board efore they would consider anything else and eventually finished with "she may have to live with it"
Surely this is unacceptable? I have told her to put it in writing, stating when the problem started and send it to the agents, but is there anything else she should do? If they just ignore her, what recourse does she have? Is this a valid reason for early termination of her contract?
Any advice gratefully received

She needs to put it in writing
Can she speak directly to the Landlord ?
She needs to badger the ageny with phone calls
She needs a plumber . the BG fella may well not not have checked anything to do with water or the temprature of it (sounds like a termometer problem to me ) he could simply have checked the boiler , does the LL or ageny have BG homecare agreement ?
But emails are no good , she needs to wrie and call , documenting each time that she does

The thermostat on the shower is probably broken, as we had an almost identical problem once with either boiling hot of freezing cold water.
I'd recommend that for now she turns the water temperature down using the boiler, so that the hottest temperature is suitable for taking a shower, then get a plumber to come and fix it.Should've = Should HAVE (not 'of')
