A few people have recently bid for an item (that someone else was selling) but didn't win. I now have the same item available, am I allowed to contact the people who bid previously suggesting they consider my item ? Will the ebay system allow this type of message, or could I be blocked or something ?

You might find it will sell anyway as if someone is searching for a rare or unusual item they might have it saved as a favourite search.
