Council House Sale

Son returns from abroad after a few years and is shocked at the state of the old family home.He discovers that in 1998 his mother was offered the right to buy with maximum discount.She was not interested being a widow of 77 but his two sisters had obtained mortgages for the balance of £36000.The sister were not living in the property at the time of the sale. A trust was set up at the date of sale which gave his mother the right to rent free acomodation but she had to pay all bills .If the property was vacated and rented ,all rent had to be kept in trust for the beneficiaries.If the house was sold the proceeds would go 50/50 to the sisters and nothing to his mother.She never lived in the house from that date as she went to live in another inherited property.The house has remained empty and is now in a state of disrepair.At the time of the sale the remaining family was not informed of the details of the sale.In 2000 one of the sisters died .She was divorced and willed her house and belongings to her two children.The mothers house was not mentioned in the will .The dead sisters mortgage was paid off and her children are assuming they will get 25% each when the house is sold.The title register has not been changed and still shows the dead sisters name.Son now has the wish to buy the property as the remaining sister wishes to sell her share but needs to know
1, Was the original trust legal as it was done at time of sale
2, At the death of a beneficiary, does the property automatically pass to
their heirs even if not mentioned in the will
3, If so, should the title register of the property and the trust have been amended on the death of his sister

4. Does his mother, as trustee , and title holder of the property need the
permission of the beneficiaries to sell

Any comments would be welcome as son wishes to repair the property and allow his mother to benefit somehow from the sale.
