About to let my flat out . . . . what can I claim back against tax ?

Hey guys
I am about to let out my old flat. I know that I will pay tax on the rental income, but I have heard that I can claim back a few things against this tax.
The property has no mortgage on it, so I cant really claim back the interest. It will be unfurnished . But, I will have to spend about £3k on refurbishments to bring it up to scratch for the housing association.
Any ideas on what I can and cant claim back against tax ? And how would I go about getting this back ? Also can I claim all of it back, or can I only claim back the taxable component of the expenditure ?
