Painting communal areas

Options
Does anyone have experience of the cost of cylical repairs to Housing Association buildings?

I live in a 3 storey block of flats (21 falts in total) and they are due for redecoration (done every 4 years). I have just received a letter from TVHA saying the estimated cost will be nearly £22k (~1k per flat).

To me this seems an awful lot of money especially as TVHA have confirmed that:
"The works comprise the repainting of all previously painted surfaces to the external & internal communal areas and the UPVC windows are cleaned down & some minor repairs are also normally included."

I don't suppose you have much choice do you? Sounds expensive though - what sort of outside areas are included, is the whole block being painted?
