Loft conversion advice please

Hello
I am hoping to add another room to our Edwardian semi by converting the loft.
Not to sure the best way to go about this.i.e, building regs, architect plans, builders, fire safety, electrics and planning etc.
I already know that the floor height is ok but we will need strenghing of the beams.
Was hoping to do this as cheaply ( but safely !) as possible and all advice is gratefully received.

    I'd start by phoning Building Control and explaining what you are trying to do to a Building Inspector. Hopefully someone will have local knowledge and be able to guide you as to what is possible, whether you need Planning Permission (though you may have to ask planning themselves) and what would be expected of you in the way of drawings, details, calculations and an outline of the requirements. When you know all that you can estimate the rough cost which will be 4 or 5 figures. Doing a loft conversion "cheaply (but safely !) as possible" to me means doing all the work myself and keeping the costs in the 4 figure range.
