So you think they should spend a pile of money so that their systems can cope whatever happens? So if everyone left it till the last minute, they'd have a server that could take everything that could be thrown at it just for one day and then have massive capacity lie idle for the rest of the year?
Get real and file your return early next time.
With all due respect, they have spent multi-millions of our money on a system that is supposed to be robust enough to cope (and therefore should not have to pay any more - they are supposed to have stress-tested it) - any other organisation expecting a surge in demand has capacity to cope at peak times (this is extra for the period required - they don't have to pay for it all year round and given the reliance on IT across government, they could probably use capacity elsewhere for that period of time). They know people will leave it until the last minute and therefore their systems should be able to cope with the likely demand on 31st January (and this year has demonstrated that their system cannot cope).
