Fence Problems - Can I build a wall?

After a very blustery night our fence has come down again. We had new fencing put in about 5 years ago and have had a constant battle with one section of the fence coming down ever since. I don't think it was the fault of the contractor who put it in, i suspect it is just not strong enough to deal with the high wind. The problem is with the fence running down one side of the garden (our responsibility). On the other side there is a wall built from patterned breeze block type things it is not exactly beautiful but it has stood without any problem for about 25 years. Our fence problem bothers my neighbour because she is old and she worries about things and I am fed up with paying to have the fence sorted out. I would like to solve the issue once and for all by having a similar wall built on that side. My neighbours on both sides are wonderful and I do not want to do anything that would upset them. I think the neighbour who worries about the fence would be OK with the arrangement. Is it OK to replace a fence with a wall? do I need any permission? The length of the garden is about 40ft width 25ft. Any idea how much it would cost to put up a 5ft wall along the back and down one side of the garden? Any advice or suggestions would be welcome please.

fix an extra brace/s, where required, at a 45 degree angle.
2x2 or 1 inch angle iron will do it.Get some gorm.0
