Additional borrowing for debt

Hi
We've made a decision to try and borrow extra against our house to clear off our c/c debts.
Between us we have 19k of cc debt and a couple of overdrafts that we want to clear off and try and live a cc free life.
I know it's not the best solution but we have plenty of equity in our house (56%), 16 yrs left to pay and the diff. in monthly payments is too great to ignore (app.£600 vs £160).
I've spoken to our BS and they have referred the application to their underwriters. This is due to the fact that 5 yrs ago we extended the mortgage to have some improvements and cancel out a couple of loans.
They have asked us to provide the usual P60's, payslips and 6 months bank statements, but the person dealing with the application said we didn't have much chance of it being accepted because we'd previous had more money for debt consolidation.
They've also asked that we right a letter explaining how we spent credit card debt.
I've never heard of this before and if we've already been warned that the add. borrowing won't be accepted what diff. would this make.
If this isn't succesful, what other options have we got?
