Lists of cards that do/do not use Rate of Risk Policy?

Is there a list somewhere of which cards use a Rate of Risk policy (such as Barclaycard) and those that don't (such as Virgin)?

    Virgin have confirmed that though your credit rate may differ, if you don't come up to scratch for the card you've applied for, you're simply refused.
    Whereas Barclays or Capital One, will accept you, but send you a different card, which you won't want, cuz you applied for a particular card for a reason.
