I will keep on sourcing the correct department for 2002-2003 reypayment and when I do I will appeal for 2001-2002 on the basis that I have more and likely spoken to the correct department and all the names, dates & time have been recorded not forgetting calls are recorded.

I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

I should have also mentioned is that although I was unable to source the relevant department (until your link) I have been verbally informed from various departments HM Revenue, DWP & Jobcentre Plus that you can still claim for years 2001-2002 & 2002-2003?0
