Apparently they just send them out every now and again, mind you I've never had one before.
It said something like we haven't seen you recently (bought something last week & am selling a few bits so
) Use this code when you pay by paypal. It's the same code for everyone but it tallies with the email address of who it was sent to so it's not shareable

I had this email today too! Had quite a surprise I can tell you, although I haven't been on eBay recently.
