System Restore Problem

When I click on Systen Restore, it tells me that it has been switched off by group policy.
I have tryed the method below to resolve this.
Right-click My Computer, select Properties and switch to the System Restore tab. Untick "Turn off System Restore on all drives". If this doesn't resolve the problem, it's likely been disabled by a virus/worm/trojan (typically a Serflog variant). If this is the case, Click Start > Run and type regedit and press Enter. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\SystemRestore and delete "DisableConfig" and "DisableSR".
I have done this several times, got it working again but a few hours later it has gone again.
I have scanned for viruses using AVG. I have also scanned using Spyware Doctor and Ad-Aware.
I am using windows XP with service pack 2.
Please help.

Are you logged in with Admin privileges? If not you will be unable to effect any permanent changes to Windows settings. Also have a look at this from MS Support.I haven't been asked to tell you that I'm the Board Drunk for this board. As the night wears on, my posts will become worse, with simple spelling mistakes, inane ramblings, and a blatant disregard for the truth. I have no authority to do anything, so there's no point asking or telling me. If you see me past midnight, please tell me to get my coat and order me a taxi.

log on with the Admin users name
the 1st user name u made when installing WinXp 0 -
When you first install xp it asks you to choose a password? You choose a password and reboot the computer and it doesn’t work?????
Go to control panel user accounts and change your password in admin to the same password you choose when you first installed your software.
Once you do that? Reboot and input your password, you will be in admin mode now.
Sometimes when you first choose your password it doesn’t ask for your password when you first boot up? That’s why you have to go through what I put to make it work.I'm not poor i'm just skint0
