Dampness - Advice please

I live in an flat which is part of an old building (circa 1860).When I got it, i removed the textured wallpaper from the bedroom and the Living Room (both on to the Gable end of the building).I got the 2 x rooms skimmed and painted them.After a short time,I noticed that there were areas in both that developed dampness.The bedroom is much worse!!
The building is factored and after several investigations (lead header tanks in the roof,roughcast etc) I was told that it is likely that the issue is because there is no cavity and the plaster is directly onto the brick.Before I address this repair, would his be a correct diagnosis? If so, what is the best way to deal with it? Area of problem in bedroom is a recess - approx 1.5 m wide x 4m high. Living room is the same height but approx 6m wide.
I think in the long term,the roughcast will need redone, but the area is 3 x stories high!!! but in the meantime,I need to try to fix the problem from the inside,if possible :eek:
