Does my boiler really have to move?

I'm having an extension built and a plumber I'm considering using is telling me my boiler has to move as he needs to re-route the flue through the flat roof and at present doing this will mean that the flue will go through the roan (which I assume means gutter)...he's proposing to move the boiler to an adjacent wall in the cupboard which houses it to allow the flue to go up through the roof further away from the roan...does that make sense? My boiler is a condensing combi Ferolli Maxima 35c.
He wants to charge £550 to do this - does this seem fair? Seems expensive to me!
I can supply drawings if anyone is qualified enough to give me any advice?
