Chances of a non-instant decision getting accepted?

I applied for the Capital One balance transfer card last Thursday (this is the one offering 6 months interest free with a 0% transfer fee).

They didn;t give me an on-line decision, and said they would write to me within 7 days (still waiting at the mo).

Does this make it unlikely that I will get accpeted? And if I do get accepted does it make it unlikely that I will get the credit limit I require for my transfers (about 7k in total is required).

I met all their criteria when I applied, i.e.

Hold a credit card with at least a £5k limit
Had a credit card(s) for at least 5 years
Have less than £10k total in credit balances
no CCJs
etc etc
