Existing customer balance transfer

We saw this on the tv show last week and got quite excited about it: http://www.moneysavingexpert.com/cards/barclaycard-offer-loophole
My partner tried to do this today and was told that as he had 'no offers for a balance transfer" because he only has £15 of credit available he was refused. He said he wanted to transfer more than that, could he increase his limit and do a balance transfer and was told that they could trya nd increase his limit but couldn't make the transfer because he has "no offers available"! So they just want to help him to get intomore debt!!! He said he'd read on the Barclaycard website: "You can transfer your balance to us anytime, so long as you have sufficient funds within your current credit limit. If you'd like to transfer a larger amount, or you want to have the scope to make new purchases, just give us a call and we'll consider increasing your limit."
He's never defaulted on anything with them! I think it is because he only has a small debt on his Barclay card (£500) compared to £5000 on his Mastercard with HSBC and Barclays make their money out of the existing debt.
Is there any way round this for him? They weren't very helpful on the phone!
