My understanding .....

That Planning is a "public" process, with the plans open for inspection to the Public.

But Building Control isn't.

And .... that there are usually two sets of drawings. Simple ones for Planning - which the Public can inspect. And more detailed ones for Building Control - which the Public have no right to inspect.

So if you go to your Council and get your neighbour's plans, you'll almost certainly get the simple drawings submitted for PP. You almost certainly won't get the detailed plans submitted for Building Control.

It is indeed public information. If you took the photocopies and drew up your own plans accordingly

You could have the plans photocopied before the Application was decided, but not afterwards, although of course they were always available for inspection.

That's how it was in my Council anyway .

Building plans were never copied as it is not public domain, unblike Planning.
