these days he has to be ofered reasonable training and mentoring for performance management before they can sack him.
The following should be done to cover hios back
He should request a meeting with this bully and get it documented by someone else, he can also request this.
Get him to expalin that he does not see where his work is below par. Ask for reasons and situations where this is apparent.
Then he must request FORMALLY - email is best that he receives teh relevant training so he can fulfill his duties to the new standard that has been set EVEN IF HE FEELS HE DOESNT NEED IT. What training did he get when he was promoted to duty manager? If none he can request formal training, if he did get training he should request that it is re-visited
Also he needs to state that he feels his work is above standard but when the 'incidents' ohis boss states when they were not he can ask his boss 'how would you have handled that situation?' See, here he is saying his work is fine, how should i do it different? Please train me/give me assistance so i can meet your expectations.
He needs to play the game. All organisations are different but they all need to follow the rules in palce. The compant by law should have a document of processes, ie employee handbook - get him to request one of these/print it off from the works intranet system etc. Read it with a fine tootth comb - processes will be set in there as to what should happen.
feel free to PM me if you wnat any help. also he should use the word 'weak' or 'lacking' ie can you tell me where my skills are, in your opinion weak/lacking then i can look to improve these
My info is on a broad scale, and i am by no means an expert on this, but i have worked within HR and i do know that by the sounds of this thread the laws that are in place are not being followed.

Thanks for the replies, "confused" only just got back online to check my thread.
UPDATE
He handed in his notice, against all advice we tried to give.
2 days after his notice had been handed in, the bully apologized for his behaviour and a meeting was called between the bully, himself and other managers. Now it turns out, his notice has not been accepted and they will train him up.... but there is a reason for this...... another duty manager is off work with Pneumonia and other health problems and doesnt look like returning to work is an option, especially in the near future, so it does look like they are YET AGAIN USING HIM!
He has decided to stay at work for the time being, but look for employment elsewhere.
I will try my best to update this thread again if there are anymore developments.
