credit card shuffle

just after a little advice, been trying to shuffle credit card balances to cheaper rate cards but finding it impossible - i have a barclaycard with zero balance on attempted to transfer my expensive virgin card balance to it but was told i couldn't as i hadn't used the barclaycard for some time, they advised me to use the barclaycard for a few months and try again, obviously i pointed out this defeated the object of doing the transfer but they were having none of it, tried the same thing with capitol 1 and was offered 28.6% apr! any suggestions?

Phone barclaycard again and speak with the retention department,if they don't play ball and allow the transfer close the card.
There are lots of other accounts and cc's to apply for read through Martin's credit card shuffle and look at "life of Balance cards " as alternative.

Don't apply on line for several cards within a short period as this will impact on your credit score,select one and then apply for it.
