I have a 0% fixed apr credit card offer. Before I apply, does this offer mean that I only have to pay off my 'monthly minimums' for 12 months and pay off my balance in full before the end of 12 months?

Yes to the part of the minimum payments but no to the part of the full balance. After 12 months they'll start charging you interest on your remaining balance0

Yes, pay the minimum each month by the due date and ensure the FULL balance is repaid within 12 months to ensure no charges whatsoever.
PS. This site deals with specific UK issues/cards. It's unlikely, but there may be different issues with US cards.0
