Do you now need HIP for 2 bedroom properties....would you have to declare in these that it a new build with no NHBC certificate and therefore a mortgage cannot be taken out on it?

Yes you do need a HIP for 2 bed properties, I don't know about the second point though, I don't think this is necessarily something that would come up in a HIP but if it is a new property, your buyers solicitor would want confirmation of an NHBC certificate or something similarTotal unsecured debt July 08 - £46, 311.88 :eek:

Ive dug around and the building regualtion aspect 17C ( noted in the .gov.uk website) is to do with carbon emissions from the EPC, and not to do with the structural "sign off" of the building.

There won't be anything in the HIP that would highlight that, No.
Unless it's going to auction, they're gonna find out though
