Breeze block on outside wall?

My friends next door neighbour has started building a conservatory and they've cheated by using breeze block on the outside wall against the fence upto the top of the fence then switched to normal bricks. This looks fine from downstairs but is a bit of an eye sore from the bedroom window. My questions are :-
1) Can they do this with it still being unsightly?
2) Can breeze block be exposed to the elements without treatment?
Looks a bit of a cowboy job to me but wanted to get some advice before taking it further.

The answer to both your questions is yes.The bigger the bargain, the better I feel.
I should mention that there's only one of me, don't confuse me with others of the same name.0 -
Ordinary breeze blocks shouldnt be used without being suitably rendered.

So unless they ask to lift out the fence panels to treat the breeze blocks they won't be very hard wearing.
Bit pants that they just go for a money saving option without considering other people and what an ugly wall they'll have to look at.0 -
