Late charges/returned fee

Hi
I recently changed my current account from Lloyds TSB to Alliance & Leicester.
A&L was supposed to arrange transferring the direct debits, standing orders, payment of salary etc.
I'm not sure what happened but when it came to paying off my A&L cc, there was not enough money in my A&L current account, so the cheque got returned 'referred to drawer'.
A&L bank wrote to me telling me about this and said that it would waive the £25 fee because this occurred when I was switching accounts. [Note my energy provider said that A&L had only cancelled my direct debit from Lloyds but had not set up a new one, so A&L wasn't very satisfactory.]
My last credit card payment has come through and I've been charged:
£12 returned fee
£12 late fee
£20 interest.
A&L credit card has waived the interest, but I feel that it is unfair that I have to pay the returned and late fees. The credit card has said it cannot waive that, and the bank has refused to pay it.
Is there anything I can do please?
