do i buy before i get a new card

if i get round to getting a new card do i buy some tools i need for work before i get a balance transfer

Only if the offer period is the same for purchases AND balance transfers. A lot of cards will do, say, a year 0% BT, but, say, only 3 months on purchases.
I believe that Capital One do the same period for both, not sure about others.
Otherwise, buy the tools, pay it off, then do the BT.
