I (reluctantly) paid for the upgrade earlier in the week and tbh quite like it but wether its worth £12.99 is another matter.
With the weather, my advice is to pick the closest "large" town to you. For instance I wanted to get the weather for Happisburgh in Norfolk with no success. I moved further afield and put in North Walsham and it worked. I think its a trial and error thing.
As regard to paying for web apps, I presume these are free as the only way to connect the Touch to the internet is through Wi-FiHark at you going all strict

The iPod touchh connects to the web via WiFi, so as long as you are connected to a free hotspot, and if not, you'd have been asked to pay anyway, it's free.
Have you searched the Apple knowledge base for info on the weather? Try to find a larger city near you first. http://www.apple.com/ipodtouch/features.html
