I've just had a missed call from this number: 08720 303384 but when I tried to ring it back it was just one long unobtainable tone?

How can that be??

This is what we know about the number you entered (08720303384).

PhonepayPlus does not regulate this type of number. However we can tell you the following.
    • This is classified as a Special Services higher rate: up to and including 10p for BT customers (non-internet) number.
    • It is provided by Yim Siam Telecom Ltd.
    • And costs 10ppc+ 10ppm [in pence or pounds where 'pm' means 'per minute' and 'pc' means 'per call'].

If you don't recognise a number, don't call it back.

The displayed number on you caller display unit or read out by 1471 doesn't have to be genuine, these can are are easily spoofed. I used to spoof unavailable numbers, numbers such as 0121 000 0000 and 01111 and 020 0000 0000 etc. The Telcos I use now ensure the numbers I am spoofing are ones I have access to.
It's PAC not PAC Code, it's MAC not MAC Code, it's PIN not PIN Number, it's ATM not ATM Machine, it's LCD not LCD Display, it's DVD not DVD disc... It's no one not noone, It's a lot not alot, It's got not gotten... Panini is the plural of panino - there is no S!!

It connects without ringing and the "unobtainable" tone is, in fact, a recording and you're being charged.

Possible but, if the idea is to dump the CLI so that people call back and they make money from the calls, surely a recording of a ring tone would be more profitable?
Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.

Heinz, don't put ideas into their heads, it's BAD enough.

He's not; what he suggests is the more common way of scamming people because human nature is to keep ringing the number until someone answers. Because it's a recording, no-one ever will, of course.

The golden rule, as someone else has pointed out, is to never call back unknown numbers.

I'm just suggesting that if they had not thought of it before, they might now.
