HM Bread Buns - Flaky Top

I've always had a problem with my home made buns/rolls made in the breadmaker then cooked in the oven.
I store them in the freezer in an old supermarket sealable bun/roll bag but the tops of my HM buns always seems to flake off when cutting/eating. Am I doing something wrong? Maybe it dries out too much in baking, should I brush the tops with milk/eggwash? Might give that a go and see what happens.
Also my Mum mentioned to me the other day that commerically bread is 'steamed'? or at least there is a water bath in the oven? Anyone heard or tried anything like this?

I'm not sure about the flaking thing - but it does sound as though perhaps the tops have dried out during rising. Do you cover them with a damp tea towel?
Yes to the water bath - and also some recipes call for you to spritz a fine spray of water into the oven just as you put the rolls in and again part way through. It's supposed to help make nice crisp crunchy tops.
