Cheapest Personal Accident Insurance PAI

Here's my dilemma, standard car insurance offers paltry recompense should I be unfortunate and have an accident, most pay out only £5000 max for death or disablement. That doesn't go too far if you are looking at spending the rest of your life in a wheel chair does it?
The solution seems to be to add the optional personal accident insurance 'add on' which can provide up to £100,000 cover and typically costs around £20 extra.
However, some insurers don't offer this option AT ALL!!! yet other aspects of their particular policies can be significantly better than those who do e.g. Liverpool Victoria offer the personal accident insurance option however Lloyds TSB don't but as standard I think I am right in saying the Lloyds policy gives free EU cover and a complementary car whilst your have to pay extra for these from Liverpool Victora. Plus if you buy Lloyds TSB policy via Quidco you get £90 back which makes the price very much less.
Therefore, ideally I would like to find some way of getting seperate personal accident insurance at a reasonable price (£30 or less) so as to then opt for the motor insurance that offers better general cover and is actually cheaper than the company that will provide the option of PAI.
