Black marks on new oak

Hello all - ive just had a load of oak delivered for my windows sills/reveals - some of the wood has got black marks on it - I think from the wood its self - how can I go about removing them - cleaning ideally - or would I need to sand it off?

I think this is the natural tannin coming out of the wood. You will probably need to physically remove it by sanding. I have seen this done on a large scale structure using with a sand blasting technique but this is obviously not the solution for you.0
