Have Endsleigh given a reason for not sending the proof? Often insurers write a term into the policy to the effect that if any premiums or administration fees are outstanding they will withold proof of NCD. Could this be why they are not releasing it?
Insure are an innocent party. It's up to you to provide proof of NCD, if you don't provide it in a reasonble period Insure would be quite entitled to levy an increased premium or cancel the policy.0 -
They keep telling me they've sent it. I certainly don't owe them any money. Surely it's their obligation to provide me either a renewal notice or other written proof of no claims, as it's my legal right to choose not to renew the policy and take out insurance with somebody else?0

All you can do is tell them that you haven't received it and ask for another copy.
Endsleigh still have branches so it might be worthwhile (albeit an inconvenience) paying them a visit face to face...
