Tenement Basement conversion - Permission from neighbours

Hi,
I've just bought an elevated ground floor tenement flat in Glasgow which has a great basement area. The only access to the basement is through my flat, but the title deeds state the basement is a shared area for the whole block, therefore I would need to get permission from everyone to convert it, or possibly buy it from them.
Has anyone had a simlar experience? How did you go about getting permission.
Any advice greatly appreciated.

More to the point, how can you stop everyone else tramping through your flat to get to their bit of the basement?0
