Depends on how you fund your account. Credit card, debit card? if so check the card details are in date. If by direct debit, then you have to wait for the bank to pay Paypal and then them pay the seller. It has nothing to do with where the payee is.
Easiest way is to fund your account first and then pay.

    Thanks for that

ah that may be what it is, my card has expired but my paypal account is linked to my current account.
Can i cancel the payment that ive sent for ebay item- then credit my paypal account with some funds-then resend?
How long will it take to "top up" from my current account to paypal?
Will this just make things longer?

You need to contact the seller. Ask them to refund payment (the echeque) and you can then resubmit. Not sure how long it takes to put money in from current account (I'd guess at about a week, knowing how Paypal/banks work). The only immediate way is to use credit/debit card.
