Have you recently installed/upgraded a firewall or antivirus?
Try temporarily disabling either/both of these and running outlook..

Outlook express is a very "simple" program and can lose or forget your details check them out by opening tools - accounts - mail tab - properties - under the tab "servers" check that the incomin and outgoing mail servers are correct eg:pop.freeserve.co.uk take out the username and password (providing you know what they are) and re-enter them apply and ok then restart OE.

When you start outlook express and do send/recieve does it keep prompting for the username and password? if so repeat the same steps as above but dont re-enter your username and password type in aaaaaa for the username and aaaaaa for the password - apply and ok these settings send/recieve in OE again and it will fail - go back to through tools accounts etc and re enter the correct username and password.

    Enjoy

Genghis and Bandit have tried both these suggestions and neither have worked. Any more ideas?

Take a note of the POP3 incoming and outgoing server names, your e-mail address and password. Delete the e-mail account in OE (Tools / Accounts / Delete). Select add new mail account and follow the on-screen instructions.

    PS Who is your ISP?

Personally i would remove the mail account causing the problems, then re enter the details. If it still fails, it is an old account that you havent accessed in a while?

A google came up with this:
