I have BT landline, Tiscali broadband and Netgear DG834PN Rangemax.
Looking at setting up voice and would be grateful for assistance with the following:
1. Good quality phone/headset at reasonable price
2. Can i plug into Router (specifically with Voipcheap and similar), or will i have to have my computer on all the time
3. Who is the best/cheapest provider
4. Advice on setting this up

You can use your PC as a VOIP phone by using suitable software (like Xlite) and either a headset or USB phone handset. For this to work, you would need your PC on all the time.
Or you can buy an adapter like the Linksys PAP2T which has sockets for two plain old telephones, and a network port to connect to your router. This works independently of your computer so you can switch the PC off and the VOIP phones will still work (as long as you leave the router and adaptor on!!)

I would go for a VOIP phone that simply plugs into your router. The model you choose depends upon how many lines you want - maybe a granstream or linksys.
You no longer need to worry about your PC being on.
As far as a provider is concerned - look at draytel.org - for a £20 topup (or is it just £10, not sure) they will give you a local number (01 or 02) in any area in the UK.
there is no monthly or other charges, and you just top-up as required.
By paying this £20 you also go on their silver tariff, which is very competitive with other voip providers.
Just avoid Skype - which is not voip!0
