Troble with ICICI, what's next best?

I've been trying to open a HiSave account and have run into some problems. I have just received a letter from them and a return of my £1 cheque - the reason for the return is because it's a business account.
That's not all, I'll quote the last paragraph from the letter...

"As per FSA regulations, it is a mandatory requirement to establish the identity of the person before opening an account with the bank. We therefore request yopu send us a certified copy of your current passport or a driving license as part of your identity proof, and a utility bill or a bank statement as part of your address proof. These documents should be certified either by your banker or a solicitor."

!!!!!! what a load of nonsense, I could get a £15k loan easier, and I have in the past. I am not going to proceed with this account.

What is the next best account? What I'm looking for is a bank with comparable interest and an online facility.
