question about provisional licences

my girlfriend who is a USA resident is hopefully going to move to the UK soon, we're going to apply for a fiance visa so she will be able to legaly reside here. Can she get a provisional licence so she can ride a 50cc scooter straight away?

    As long as she has a UK address, I can't think of any reason why not.
    If you lend someone a tenner and never see them again, it was probably worth it.

    The only problem she may have is in proof of ID. Might be best to take the application to a DVLA office in person along with her passport and any proof of address. If there's going to be any problems, they'll be able to advise there and then.
