Cant open exe files

I just downloaded the taskswitchpowertoy from the microsoft website and when i click on it to install it nothing happens, there is no message. Can any of you guys help me? Thanks

as a matter of interest are you using IE or Firefox as your browser?
Did you click on the bar at the top of your browser page, if you are using IE on XP to allow downloads
Also
, if you are using IE7, Go to Tools | Internet Options | Security tab,
click Internet
Click Custom level
Scroll down to Downloads
Check that File Download is enabled
If it isn't, put a check mark in it, click Apply then OK

It has downloaded and is on my desktop except when i click on it to run it nothing happens, ive restarted my computer and tried and nothings happened also when i click on the calculator in accessories nothing happens.0
