Can any other Landlord offer me some advice. I am new to the site and have joined in an attempt to assist a friend.
As a Landlord, he has been asked by the free holder to pay £8.5K for repairs and stairs, it is a ground floor flat and he has been given 15 days to pay the money or get in estimates. He has not been given a full breakdown of what the work will entail, however external stairs have been mentioned at the cost of 33K which will be shared between 6 landlords, one flat is owned by the free holder, which I can't help feel is a conflict of interest.
I have obtained a quote for a similar stair and have been advised that this could cost £2100
Is this legal? I would be very grateful for any advice?

He's been given 15 days to pay up? There's procedures for this sort of thing so I very much doubt it is legal.

I might add the Lease holder claims a letter was sent 04/12, this was not received and it is 15 days to pay up, again the letter was dated early Jan but only received Wednesday.0
