Anglian Windows - Fee for Guarantee Transfer

My Mother In Law has recently moved into a house which had replacement windows installed by Anglian windows in 2005. The windows come with a 10 year guarantee.
She has contacted Anglian in order to register her name against the guarantee and was informed that due to 'company policy' she must pay a fee to Anglian in order to have the guarantee 'transfered'. The fee is 45 Pounds.
I think this is cheeky.
Is this illegal, or should she just pay up?

I can't think of any reason why it is illegal (but I'm not a lawyer so I shouldn't pay much attention to me).
As to whether she should pay £45 for a 7 year warranty - I would have a good look at the windows. If any manufacturing defects have failed to reveal themselves in the first three years then they probably aren't going to reveal themselves in the next seven. If they have then £45 to get them fixed is probably a bargain.
If she's really cute then she could wait for a defect to show itself and then try and transfer the warranty.0
