Is this cheapest breakdown cover - or is there a catch?!

Just read through Martin's article on breakdown cover - the RAC using Tesco vouchers is cheap (around £14), but isn't it cheaper to buy RAC through Topcashback.co.uk? As I understand it, you get £21 off, and the cheapest cover is £33, so it costs £12, and you've still got your clubcard points.
So....wondered if anyone can confirm:
- does the £21 apply to all cover options, or just the most expensive ones?
- how likely is it that the cashback will actually come through?

You get £21 for any level of cover as far as I'm aware with Quidco - not sure about topcashback. I took it out last year and joint cover was £56 - it tracked 3 times in Quidco : ) Unfortunately the extra 2 were declined but it would have been nice. Lol.
