    £254 isn't an English (Or Welsh) NHS charge.

    What is the treatment you're being charged for at the hospital? Is it something specialist, or basic stuff?

    Patients referred to hospital are usually seen under secondary care arrangements (Like a doctor - primary care - referring you to hospital for your tonsils out - secondary care) and secondary care is free to the patient under the NHS.

    If the dentist (primary care) sees you for a check up, there is a charge to pay, but if he thinks you need wisdom teeth out, and refers you to the hospital oral surgery department (secondary care) then that part of the treatment is done with no fees to the patient.

    What arrangement are you being seen under?

    If they are providing you with general (primary) dentistry, but refusing to do a denture for you, then I would think it would be like an NHS dentists telling a patient that they have to pay privately to see the hygienist for necessary work. - i.e. not allowed!
    How to find a dentist.
    1. Get recommendations from friends/family/neighbours/etc.
    2. Once you have a short-list, VISIT the practices - dont just phone. Go on the pretext of getting a Practice Leaflet.
    3. Assess the helpfulness of the staff and the level of the facilities.
    4. Only book initial appointment when you find a place you are happy with.
