Interest Rate Reduction - Without asking!

I opened my RBS statement this morning and saw the 'we are going to change your rate' section and thought the worst.
But no! My rate is going down by a reasonable amount without me asking for it. I always cynically assumed that risk based pricing always meant rates going up but never down......
