It wouldn't need to boot into Windows, it would just need to be able to boot from a floppy or CD. If you can't get that far even, then taking a sledgehammer to the hard drive will do the job

This Ultimate Boot CD is not purely a disk eraser but its very useful, and does include data wiping software. A 10 yr old PC would most likely be able to be booted from a CD.0 -
I used to work as a sysadmin for the MoD. We took the disks outside and pulverised them with a pick axe.£8k to pay off before Jan 2011! Was 28k to pay off by Jan 2010 though so I'm happy

I just love the difference between the US and UK military approaches to the problem as stated above.
