External Hard Drive failures

During copying files from one external hard drive (Maxtor 3200, 500GB, usb2) to another (Samsung SpinPoint P120 200GB IDE ATA, in an Aqua HDD media player enclosure, usb2) the transfer hung and now neither drive is accessible.
Device Manager recognises a problem with the Maxtor [This device cannot start. (Code 10) ] but does not see the Samsung at all.
The "Disk Management (Local)" window shows neither.
I've tried the Maxtor on another PC with same result so I don't think it is a USB fault.
Any suggestions? Are they dead or can I access them to test, retrieve files, or to format?
