It is disappointing that people you have purchased from or sold to can abuse your information and how they can be manipulated in this way.
I have taken out the list of names for their protection only - though why I should is debateable as they are in effect participating in chain mail type money making schemes, blatantly abusing the good faith of a past buyer/seller on ebay (or wherever). I do realise that it is up to the recipient whether they wish to respond or not but money is sooooo tempting and this can get you into a certain amount of financial trouble if you aren't careful.
I have received this type of letter in the post and binned it, the names and addresses are taken off a mailing database, which is available to the public for a fee. However, emailing members of PayPal accounts smacks a little of invasion of privacy - well to me it does anyway.
I have contacted PayPal who say pretty much say I don't care and advised me to just block the sender's address and have it filtered out. I had hoped that they would try to block the sender from using PayPal. I replied to PayPal and told them that it wasn't doing their reputation much good and at this particular time, that's not good as they are getting a hammering over it as it is.
I have yet to contact ebay and see if I get the same result.

HERE'S HOW IT WORKS
When you send out your email, your email address will initially be at No 5
on the list. That is the best position that you can be in if you want to
earn serious money. The response rate for this programme is much higher
than any typical email marketing campaign for a number of reasons, which are
explained later on. As long as you send out your email's to people whom are
likely to be interested in this program, then on average you can expect a
response of around 25%. But let's be extremely conservative and assume
that the average response rate is 12.5%!

(25 people x 40 email's = 1000) and you are now at No 3 on the list.
Out of those 1000 people, you can expect at least 125 of them to

Out of those 5000 people, you can expect at least 625 of them to

participate (12.5% of 25000 = 3125 people) so since you are at the No 1 spot you

So when your name hit's the No 1 spot, it will be YOUR turn to collect
the money.
Over the course of 30 days, this money will be sent to you by a few
thousand people just like yourself, who are willing to invest ?.00 and 20

Additionally, the above example assumes that each participant will only send
out 40 email's. Imagine what would happen if each participant sent out 1,000
email's instead of just 40! Believe me, many people will do this and much more!
Unlike many other MLM programs, this 5-LEVEL PROGRAM costs you only ?.00

Pinkvixen, send the email with all headers to spoof@paypal.com and complain that your privacy is being violated by a member sending you spam.
These Paypal pyramid schemes are unfortunately becoming very common and we all need to make sure we go as far as possible to get their accounts with ebay and paypal pulled.
Also, send it to ebay, again with all headers. You can get the users ebay id by doing a search on ebay using the email address.
Lastly, complain to the ISP of the person sending it to you, some ISPs take spam more seriously than others and there is also a chance that their whole email account will be suspended. If you look over on the ebay board there is a sticky about spoof paypal and ebay emails and this chain letter has had a couple of mentions already. It is becoming all too common now.
EDIT Sorry, I just re read your post and see that you did send it to paypal. The last one I reported to them they took quite seriously, it seems a shame that they didn't treat your report with more concern.

I got this exact same email off North Devon Computers a while back. An offer was posted on here regarding some cheap ink cartridges so i bought some. A while later i got the Paypal email from someone who is meant to be running a business but using the emails he collects for business means to send me emails regarding paypal scams. disgusted with them and wont be going back0

Give everybody a different email address for you, then it might be easier to spot where they are coming from.
You can do this if your ISP allows the username after the @ sign - use a different prefix.

Yahoo offers a service called Address Guard wherein you can do this. Basically, its a disposable email address within your primary address that can be used as a one-off if you think that the other person is a bit 'iffy'. Having said that, I wouldn't have thought that I would have had to use a pseudo address for PayPal.
This service is only offered if you pay Yahoo for an upgraded mail account with extra storage for mail etc. I do have this facility and have found it useful in the past as you can trace the source of junk mail. e.g., if you'd given the ink company the incognito address and then suddenly junk mail was reaching your inbox with this same address, you can be assured that it was the ink compnay who has passed on your pseudo address. The beauty of this facility is that once you have sourced the junk, you can delete the pseudo address and therefore the junk and the ink supplier would just keep getting mail bounced back at them, as the address no longer exists.0
