Yes its a complete scam. You will need to look at the bottom of each listing for the 'Report this Item' link

Totally the same guy, the feedback is from at least one of the same accounts as the last one had.
I wonder if ebay purposefully didn't shut down all accounts in case they led them to further ones? Surely not that sophisticated...?My TV is broken!

Not allowed... and also you run the risk of some innocent taking the 2nd chance offer.
The last guy got NARU pretty quickly, I've reported this one, although with a slightly different method. (Reported the last one for shilling, gave all the IDs that had left him feedback)
