Easyjet Bagguage allowance - I'm confused lol

OK if anyone could clear this up for me that would be great!
On the site it says:
1 Hold bag(s) per flight
between all passengers combined
Each hold bag is charged at £3.99
The 2 passenger(s) in this booking may check in a combined total of 1 hold bag(s). The 20kg hold bag weight allowance (per passenger) does not increase with the addition of further hold bags.
£7.98
(total cost)
So if it is £3.99 per bag why when I select is it £7.98
Is this
A) Due to there are two passengers so £3.99 each. But why does it say only one bag for the two?
